LITTLE ROCK, AR The criminal mastermind behind an elaborate interstate drugstore robbery ring, accountable for the theft of millions of dollars in regulated medications, has been condemned to almost 17 and a half years in federal incarceration. Keith Brown, a repeat offender, received a 209-month punishment for his directorial position in a criminal enterprise that carried out dozens of pharmacy break-ins across multiple states. The judgment, announced today by United States Attorney Jonathan D. Ross for the Eastern District of Arkansas, marks the culmination of a significant inquiry that resulted in the indictment of 42 individuals linked to the illicit operation. Brown, 35, of Humble, Texas, admitted guilt in September 2024 to conspiracy to distribute controlled substances and conspiracy to engage in money laundering. Investigators revealed that Brown's group, which included documented gang members from Houston, Texas, was responsible for absconding with over 96,000 pills of Schedule II controlled substances, including highly habit-forming oxycodone, hydrocodone, and Adderall. The illicit market value of the drugs stolen in Arkansas alone neared $1.6 million, with the total illicit market value of all regulated medications pilfered by the organization surpassing $12 million. Law enforcement also confiscated six firearms, approximately $79,000 in U.S. currency, and custom adornments valued at around $330,000 in connection with the matter. Brown was personally involved in no less than 34 pharmacy heists between July 2021 and November 2022, targeting drugstores in Arkansas, Oklahoma, Kansas, Georgia, and Florida. This successful prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) endeavor, which aims to identify, disrupt, and dismantle high-level criminal organizations posing a menace to the United States through a multi-agency, intelligence-driven methodology. The appropriation of pharmaceutical drugs presents a considerable peril to public well-being and safety, fueling the unlawful drug trade and frequently leading to perilous counterfeit or improperly handled medications entering the supply chain. Brown will also be mandated to furnish recompense to the impacted pharmacies, an amount anticipated to exceed $250,000. There is no early release in the federal system.
